Unidirectional Conversation with Recruiters

Today I sent out a few dozen emails to select recruiters in the Toronto and Ottawa areas. I'll follow up with most of them verbally over the next week or so.

What struck me as odd is the apathy that most recruiters seem to have for professionals that take the time to contact them looking for a win-win situation (they find a candidate for their search and I find a new opportunity).

I believe that this apathy is geographical as it does not occur on the west coast (ie. Silicon Valley). When I contact any recruiter in California, I always get either a telephone call or a flurry of emails during the same day.

So are Canadian recruiters lazier or less aggressive than their Californian counterparts? Is the issue also part of the overall lack of aggressiveness in most Canadian organizations as compared to those in Silicon Valley?
